Lee attended Feng Chia University in Taiwan, and received a Bachelor's of Architecture in 1968. He then worked for Lee Chung Architects until 1969. In 1973 Lee began to work for Willard C. Byrd & Associates as a golf course and landscape architect. During his time here he received a Master's degree in City Planning from Georgia Tech in 1976. Today, Lee has his own company, N. C. Chang and Associates, Inc. He has more than 30 years of experience and believes that his strength lies in his commitment to nurture each client's objectives with constant personal involvement and attention to details throughout the planning process.
